An experimental extension of the pricing methodology to energy facilities

The pricing reform has added comfort and transparency to the work of road construction customers and contractors. Together with CESMM4, the bills of quantities and firm prices based on aggregate cost indicators have been used in practice. Naturally, a demand arose to extend the methodology to other construction works.

The government has the opportunity to test the innovations as part of a pilot project at critical infrastructure facilities in the fuel and energy sector. This will enable the government to make an informed decision on the extension of the innovations to all other construction projects.

In the letter, the Association proposes to apply the pricing methodology to the objects of the pilot project, as well as those where the State Agency for the Restoration and Development of Infrastructure of Ukraine acts as the customer.
