We call for preserving the key achievements of the pricing reform

The road construction pricing reform has been in place for over a year. There are discussions about changes. In our opinion, attempts to undermine the achievements of the reform and return to the negative practices of the past are alarming.

These include proposals to return to dynamic prices, requirements for contractors to provide substantiating calculations when agreeing on the contract price and supporting documents when handing over completed work. These are the approaches that were abandoned with the approval of the road works pricing rules.

Instead, fixed prices based on aggregate cost indicators, as set out in the rules, help to avoid surprises with the cost of works, reduce the risk of disputes and undue pressure on procurement participants and customers. For these reasons, we ask to preserve the achievements of the reform.

The Association sent a letter to the Ministry for Communities, Territories and Infrastructure Development of Ukraine.
