Free CESMM4 for Ukraine only

A key element of the pricing reform is the introduction of a bill of quantities. It is compiled using a system of work measurement. At the same time, the reform was always focused on international measurement systems and specifically CESMM4.

We have repeatedly emphasised the advantages of CESMM4. This method was one of the first developed by the British Institution of Civil Engineers in the 1970s. Since then, it has been updated and improved several times. It has spread globally to include Ukraine. But until a certain point, it was only used in projects funded by international institutions. Foreign partners brought a familiar and trusted tool to Ukraine. 

Legal uncertainties and the lack of an official translation still hindered its widespread use in Ukraine. The pricing reform changed the situation dramatically. The new rules named CESMM4 among the applicable international measurement systems. “DerzhdorNDI” SE, in agreement with the right holder, produced a translation into Ukrainian with the right to distribute it to road agencies. Other users could legally obtain only the English version of the document for 75 pounds sterling. Therefore, the Association appealed to the British Institution of Civil Engineers to distribute the Ukrainian text of CESMM4 free of charge.
