Payment Delays by the Ministry of Finance Threaten Disruption of Efforts to Restore Critical Infrastructure

According to the Ukrainian Infrastructure Association UNITE, as of April 2024, the Ministry of Finance owes companies more than 20 billions of hryvnias for restoring infrastructure damaged by the enemy. This creates a threat of halting restoration and protection works of critical infrastructure.

The enemy’s strategy involves the destruction of Ukraine’s critically important infrastructure, including bridges, dams, energy facilities, and water supply systems. The attacks target the assets that are most crucial for the nation’s security and economy.

Private companies, commissioned by state authorities, effectively carry out the restoration and protection of critical infrastructure. For example:

  • After the de-occupation of territories, private companies were commissioned to restore roads and bridges – this allowed the quick restoration of normal movement of goods and people;
  • After the destruction of the Kakhovka HPP, the state ordered the construction of water pipelines – to immediately restore people’s access to drinking water;
  • To protect energy facilities from drone and missile attacks, the construction of appropriate structures was ordered. Materials were purchased for the completion of the works.

“The non-payment of debts by the state today not only undermines current operations but also threatens future efforts to restore and protect infrastructure,” said Ihor Samokhodsky, Executive Director of the Ukrainian Infrastructure Association UNITE, “Who will restore the facilities tomorrow if we do not pay for the work done yesterday?”

We urge the Ministry of Finance to fulfill its obligations to the infrastructure sector as soon as possible. Resolving these issues is vital to ensure that companies can continue their critical work in the future.
